Shirley Speidell, Government Affairs Director
Shirley Speidell is an independent consultant with over twenty-five years of experience in federal lobbying and Congressional staff work. Shirley has represented clients on a wide range of issues including water infrastructure development, watershed and ecosystem restoration, transportation, and economic development.
Legislative and Policy Advocacy
Shirley has lobbied on behalf of local governments, Indian tribes, and water districts in the U.S. Congress and executive agencies. She has also lobbied for concerns related to energy, environment, telecommunications, technology and taxation.
Legislative Experience
Shirley’s Capitol Hill experience includes working for U.S. Senators Susan Collins (ME) and Robert Packwood (OR), and U.S. Representative Linda Smith (WA). Shirley served as professional staff for the U.S. House Committee on Science, Oversight and Investigations Subcommittee, specializing in technology, environment, and energy issues. She also worked in the Oregon State Senate.
Education and Leadership
Shirley received her B.A. in Business Economics from Willamette University where she was president of the College Republicans and a columnist for the newspaper. She is an active member of the Washington State Society and served, from 1999 to 2002, as its President.
